Acapulco's new beach rules: free entry, no obligation to rent a lounger, and who can enforce them

Fonatur's guide for 34 tourist beaches bars entry charges and hidden fees. What it promises, its limits, and what UK travel advice says about Acapulco.

Good to know

  • A 10-point guide from Fonatur, the federal tourism fund, says no one may charge for entry to Acapulco's tourist beaches or tie your stay to a purchase or a lounger.
  • It covers 34 tourist beaches. Longer guidelines behind it ask for visible prices, ID on vendors, published lifeguard hours and public water-quality information.
  • Fonatur can log breaches and pass them on, but its guidelines say it cannot inspect or sanction. Other authorities hold those powers.
  • Eight of the 25 guidelines can be adjusted in holiday periods by public notice, but not in ways that limit public access or the free-use zone.
  • UK travel advice, updated October 20 and still current on November 6, says: "FCDO advises against all but essential travel to the city of Acapulco."

No one may charge you to reach a tourist beach in Acapulco, block your way or make your stay depend on buying something or renting a lounger. That is the first point of a 10-point guide from Fonatur, the federal tourism development fund, which covers the 34 tourist beaches where it acts as territorial manager. A federal commission on Acapulco's recovery approved the guide and a longer set of operating guidelines, Fonatur announced on October 15, 2026. The rules have a clear limit: Fonatur can record a breach, but its own text says it cannot inspect or sanction anyone.

Separately, the UK Foreign, Commonwealth and Development Office (FCDO), in advice updated October 20 and still current on November 6, says: "FCDO advises against all but essential travel to the city of Acapulco." More of its wording is below.

What the rules say for beachgoers

The guide is the short version, and the 25 guidelines behind it add detail. This table reports what those documents require. It doesn't tell you what is happening on any beach today, which we haven't seen.

Main points for visitors in Fonatur's Guía de convivencia y cuidado de las playas and its Lineamientos operativos de gestión de playas (guideline numbers in brackets)
TopicWhat the documents say
EntryAt least one identifiable public access per beach; no barriers, parking or trade across it, and no payment or purchase as a condition (1)
Free-use zoneA continuous stretch open to everyone, whether or not they hire anything, with no commercial furniture and no fee for using it (13)
PricesThe price and total, extras included, shown before you agree (21). The guide adds no hidden charges and no compulsory tips
Vendors and operatorsIdentification required; aggressive selling and harassment barred (19)
Sunbeds and umbrellasOnly inside authorized areas, without closing off the beach or crowding it (14, 20)
SwimmingEach beach must publish hours, lifeguard times and flags, and warn when no one is on watch. Authorities may limit swimming or close a beach for swells (3, 6)
Water and sandOfficial information on water or sand quality must be made public (7)
VehiclesNo recreational motor vehicles on the sand. Service vehicles only with authorization, on set routes (2)
Toilets and showersEach beach must say what it has and when; no unauthorized or unannounced fees (15)
Hotels and condominiumsA plaque at each direct exit to the beach, with the rules, a QR code and an email for complaints (4)

How far the rules go

The guidelines describe themselves as criteria for guidance and coordination, and they say they don't replace environmental, maritime, health, urban or civil protection law. Fonatur's beach teams are there to orient people, remind them of the rules and log incidents with date, place and evidence. Anything needing action goes to Profepa, the federal environmental enforcer, or to the municipality, CAPTA, Civil Protection, Public Security or the federal beach-zone office, Zofemat.

Access itself rests on older law. The guidelines' legal annex cites the General Law on National Assets, which says beaches may be enjoyed by anyone and which punishes adjoining owners or concession holders who obstruct the way to them. For prices, the annex points to the federal consumer law. Profeco, the consumer agency, lists its consumer line as 55 5568 8722 and 800 468 8722. For environmental damage and broken facilities, the guide asks visitors to tell staff on site, with a photo and the location.

Holiday periods work differently. Eight guidelines, among them those on hours, zoning, furniture and vendors, can be adjusted by public notice for a set time. Those changes can't limit public access or the free-use zone, the text says.

The two documents don't always match. The guide says to smoke only in signposted areas, while guideline 17 bars smoking on the beach and places any smoking areas off it. The guide bans bringing glass and polystyrene containers, while guideline 5 says their use will be avoided. Neither text gives a start date, and the guide states no fine amounts.

What is in place so far

Fonatur reports some works as done. In September, it opened public toilets, showers, signs and tactile paths at Plaza Japón and Dominguillo. On October 30, it reported eight information posts, donated by Turkey's cooperation agency TİKA, at the entrances to Caleta, Dominguillo, Hamacas, Karabalí, La Angosta, Manzanillo, Tamarindos and Tlacopanocha.

Other items were announced as plans on October 15: 20 surveillance and assistance posts, and the rules available by QR code at beach entrances. Fonatur said 31 million pesos had been collected in Zofemat fees, with half going to cleaning and security and half to improvement projects from concession holders, through a call due November 5. Fonatur's press and document lists, read at about 10:00 UTC on November 6 (about 4 a.m. in Acapulco), didn't show it; it could appear later or elsewhere. The commission also received an assessment of the 34 beaches on 40 indicators, but the release gives no results, so we can't say which beaches meet the rules.

Who is using the beaches

Fonatur, citing the federal tourism statistics system Datatur, called summer 2026 Acapulco's best holiday period in three years.

Acapulco visitor figures reported by Fonatur from Datatur, release of October 6, 2026. The percentage for international guests is our calculation

Those figures predate Hurricane Simón. On October 9, Fonatur said brigades were still working after the storm's heavy rain, in areas including Caleta and Puerto Marqués. Our hurricane season guide lists the official warnings to follow.

What UK travel advice says about Acapulco

Besides the line on the city quoted above, the FCDO says of the state: "FCDO advises against all but essential travel to the state of Guerrero, except the town of Zihuatanejo/Ixtapa accessed by air."

It also says: "Reconstruction efforts continue to disrupt tourism, and the security situation is unpredictable." And: "Armed crime, including shootings and executions, has happened both in and outside tourist areas in Acapulco and other areas of the state." Of the city after Hurricane Otis: "There are reports of an increase in crime, robbery and looting across the city, including in previously designated tourist areas. Take extreme care if you travel to Acapulco." On swimming, it says: "Sea conditions can be unpredictable, and some beaches are unpatrolled. Follow coastguard and local authority guidance on whether it is safe to swim." And on cover: "Your travel insurance could be invalidated if you travel against advice from the Foreign, Commonwealth and Development Office (FCDO)."

How this guide was researched: from Fonatur's guide, guidelines and releases of September 10, October 6, 9, 15 and 30, 2026, a Profeco release of November 3, 2026, and the FCDO's Mexico travel advice, all read on November 6, 2026. No one from this site has visited these beaches, and this guide doesn't assess them or any business on them.
