Good to know

  • The full Senate approved the 2027 reform of the Federal Duties Law and sent it to the federal executive, Canal del Congreso reported on October 30.
  • The Chamber of Deputies had passed the bill with the non-resident fee (DNR) for foreign visitors set at 1,158 pesos, up from 983 pesos in 2026, the channel reported on October 14.
  • At Banco de México's FIX rate of October 30, the fee goes from about $52.30 to about $61.61, by our calculation.
  • INM's yearly tables put the fee at 638 pesos in 2022, so the amount approved for 2027 is 81.5% higher, by our calculation.
  • The reform was not in the October 30 morning or evening edition of the Diario Oficial de la Federación, the federal government's official gazette.

Mexico's Senate has approved the 2027 reform of the Federal Duties Law (Ley Federal de Derechos) and sent it to the federal executive, the Congress's television channel, Canal del Congreso, reported on October 30. That was the step still pending when we reported the Chamber of Deputies' vote: the bill raises the fee foreign visitors pay for their entry document from 983 pesos this year to 1,158 pesos in 2027. Our earlier report covers the deputies' vote and the objections raised there.

The charge is the non-resident fee, or Derecho de No Residente (DNR), which the National Migration Institute (INM) collects for the document of a visitor without permission to do paid work. Foreign cruise passengers are treated differently: a presidential decree in force since July 1, 2025, gives them a tax credit that lowers what they pay. The channel reported on October 14 that the deputies had passed the bill with the fee at 1,158 pesos, a rise of 17.8%. Its report on the Senate vote does not restate the amount. It says the law was approved and sent to the executive in the terms of the committee report, or dictamen.

What the Senate debated

Presenting the bill, Senator Miguel Ángel Yunes Márquez, who chairs the Senate's finance committee, said the changes cover fees for migration services, health certifications, water, environmental protection, telecommunications, financial supervision, consular services, airspace and railway assets. Besides provisions on radio spectrum and railway concessions, the channel's report describes an update of the charges for the use of Mexican airspace, which it says had not changed substantially even as the cost of air-navigation services rose, and free entry on Sundays, for Mexicans and foreign residents of Mexico, to protected natural areas that contain museums, monuments or archaeological zones.

Senator María del Rocío Corona Nakamura of the Green Party (PVEM) backed the government's financial framework and highlighted the update of migration services as international visitor numbers rise. Senator Imelda Sanmiguel Sánchez of the National Action Party (PAN) rejected the bill, arguing that it raises charges without guaranteeing better public services, according to the channel.

How the fee has grown

INM publishes its fees each year. On its tables, the DNR rose from 638 pesos in 2022 to 983 pesos in 2026, and the amount approved for 2027 is 81.5% above the 2022 fee, by our calculation:

The rise for 2027 could have been larger. The tourism ministry, SECTUR, said on October 13 that the increase first planned for 2027 was 35.8%, and that the deputies' finance committee cut it to 17.8%, about half.

What it costs in dollars and euros

At Banco de México's FIX rate of 18.7962 pesos per U.S. dollar on October 30, the 2027 fee comes to about $61.61, against about $52.30 for the current 983 pesos, by our calculation. At the central bank's euro rate of 21.0423 pesos the same day, it is about €55.03, against €46.72. The exchange rate on the day you pay will differ.

Where it stands

The law is now with the federal executive. It had not appeared in the Diario Oficial de la Federación (DOF), the federal government's official gazette, in either the morning or the evening edition of October 30. SECTUR describes the new amount as the fee for 2027, and INM's current tables, in force since January 1, 2026, list the DNR at 983 pesos.

How this story was reported: from Canal del Congreso's reports of October 14 and 30, 2026, SECTUR's statement of October 13, INM's fee tables for 2022 to 2026, the cruise-passenger decree of June 30, 2025, Banco de México's exchange rates of October 30 and the DOF's morning and evening editions of October 30, all read on October 31, 2026. Percentage changes and currency conversions are our calculations.
